100% Santé Optique en Ligne (RAC 0 €)
As of January 1, 2020, the government has introduced 100% Santé (RAC 0 €). The aim of this €0 out-of-pocket expense is to offer everyone (adults and children) quality optical equipment with a wide choice of frames and lenses for a wide range of corrections. Below you will find information on this new guarantee.
Who can benefit from the A 100% health basket?
All policyholders are eligible for the " 0 out-of-pocket expenses" benefit, provided they are covered by a health insurance scheme. This includes the general scheme, the agricultural scheme and special schemes (SNCF, EDF-GDF, RATP, etc.). Health insurance is not the only condition for benefiting from the RAC 0 €; you must also have subscribed to a mutual health insurance plan. For people experiencing financial difficulties, it is possible, under certain conditions, for them to be admitted to the complementary health insurance scheme based on solidarity, which has replaced CMU-C and ACS since November 1, 2019.
The order of December 3, 2018 defines the quantity of frames to be offered
The Decree of December 3, 2018 stipulates that "each optician-maskmaker, whether physical or virtual online, presents in its point of sale or website at least 35 class A frames for adults and 20 class A frames for children. To meet this threshold, a frame model can only be counted up to 2 times, for two different colors. At least 17 different models must be available for adults and at least 10 different models for children".
Which corrections are covered?
While certain special cases are taken into account, the most common corrections are listed below:
- - Myopia
- - Hyperopia
- - Presbyopia
- - Amblyopia
- - Strabismus with diplopia
What is the class A optical basket for full reimbursement?
Every optician is obliged to offer frames costing €30 or less. All frames must comply with European standards.
To qualify for RAC 0 Panier A 100% santé, the price of single vision lenses (simple correction, myopia, astigmatism), frames and lenses must range from €95 to €265. These amounts vary according to the ophthalmologist's prescription. However, the price of the frame cannot exceed €30. For progressive lenses (frames + lenses), reimbursement starts at €180 and goes up to €370, again depending on the prescription. As with single-vision lenses, the €30 frame fee is included in the price. All Class A lenses are :
- - Anti-scratch
- - Anti-reflective coating on both sides
- - Thinned according to correction
Optical equipment guarantees
Progressive lenses are guaranteed for 3 months, corresponding to the adaptation time. Frames are guaranteed for 2 years in the event of breakage, but can only be exchanged once during this period.
